CEO, Colony Heights LLC
David Akselrad has over thirty years of experience managing and improving rent regulated and deregulated housing in the City of New York. Currently David is the CEO of Colony Heights LLC and a series of affiliated entities, which owns and manages multifamily elevator apartment buildings. David has attended industry seminars and trade shows for nearly four decades and is constantly testing and implementing new practices, products and technologies to manage costs and provide superior service and compliance.

David has consulted for numerous building owners on hundreds of rent regulated apartment buildings developing strategies and programs for business solutions to minimize costs, maximize profits while navigating the myriad of regulations and laws specific to operating multifamily apartment buildings.

David's MBA Thesis was titled "Improving Rent Regulated Apartments in New York City for a Profit". David is an active member of CHIP and tries to stay up to date with the ever-changing legal and regulatory requirements by attending CLE seminars sponsored by CHIP, ABO & RSA.

David is a graduate of New York University (BA Economics), Cardozo School of Law (JD) and New York University Stern School of Business (MBA Finance).

Michael Lifland

Michael Lifland

President, Zimland Holdings
Michael Lifland is the president of Zimland Holdings, LLC, a private real estate investment, management and development firm that currently owns and manages multifamily, retail and office properties in New York City and Long Island. He is also a co-managing member of Repeater Communications Group, which has operated rooftop and tower communications sites throughout the northeastern United States for almost 50 years.

Prior to forming Zimland Holdings and joining Repeater Communications, Michael was Senior Vice President of KG Urban Advisors, a real estate investment company founded in partnership with the President and the CEO of Newmark Knight Frank, one of the largest privately held real estate service companies in the world.  

For the six years prior to joining KG Urban, Michael was a Vice President with AVR Realty Company where he was responsible for the acquisition and management of over two million square feet of commercial and multifamily residential properties throughout the country.

Preceding his tenure at AVR Realty, Michael was an Associate with J.D. Carlisle Development Corp. Michael started his career in real estate with Merrill Lynch and prior to that was a consultant for Jambhekar Strauss Architects (now a part of FX Fowle Architects).

Michael is a graduate of Cornell University, where he earned a Bachelor of Science in Urban and Regional Studies, followed by a Master’s Degree in Regional Planning. He also holds a Master of Science in Real Estate from New York University, and is a licensed real estate broker in the State of New York.  Michael is a member of the Village of Great Neck Plaza Historic Preservation Commission.

Michael has a very successful track record in developing and translating strategies into growing businesses and ensuring profitable business outcomes. His successes have optimized multiple events across a diverse B2B platform, elevated the value of new events and increased value for customers while maximizing business profits. Michael recently joined Reed Exhibitions US as a Group Vice President managing an industrial portfolio, including BuildingsNY, ALUMINUM USA and INTERPHEX.


Dan Margulies

Dan Margulies

Executive Director, Associated Builders and Owners of Greater NY (ABO)
Dan Margulies is Executive Director of the Associated Builders and Owners of Greater New York, the local affiliate of the National Association of Home Builders and the National Apartment Association.

ABO represents New York City’s major housing developers. It runs the nationally recognized Registered in Apartment Management manager certification program, and is founding sponsor of Buildings/NY, the New York area’s major real estate industry trade show.

Margulies was executive director of Community Housing Improvement Program, Inc., a rental property owners’ trade association, from 1986 until 2003, when he left to become a real estate broker and consultant. More recently, he was chief operating officer of US Energy Group, a heating controls manufacturer.

As an expert on rent regulation, lead paint, and water conservation, among other topics of concern to property owners, Margulies has written numerous articles and white papers, served on State and City government advisory committees, and provided expert testimony in court.

Having worked as an industry lobbyist and spokesperson; dealmaker, and vendor, Margulies has a unique perspective on the issues facing housing developers, owners and managers.

Senior Vice President & Director of Residential Real Estate, BLDG Management Co., Inc.
With over 25 years of residential real estate experience, Mickey Napolitano is responsible for all day-to-day operations of the BLDG Management residential portfolio, which consists of over 5,000 apartments. Previously, Ms. Napolitano was the Director of Residential Leasing for Macklowe Properties, where she was charged with marketing the properties and managing operations of the Residential Leasing Department.

Ms. Napolitano is member of the Board of Directors for the Community Housing Improvements Program, Inc. (CHIP.) and a member of REBNY New York.

Patrick J. Siconolfi is Executive Director of CHIP, a trade association representing more than 2,500 apartment-building owners in New York City's five boroughs. Founded in 1966, CHIP has been a key player in City and State housing policy for over 40 years, leading on such diverse issues as lead paint, property taxes, water rates, and rent regulation.
